Purchase or lease, conversion or improvement, two-wheelers, light vehicles, utilities or even trucks: the decree renews the system of public support, modulated in particular according to household income.
Will the government be able to calm motorists’ concerns over rising fuel prices and the prospect of creating low mobility emission zones (ZFE-m) for at least two years for agglomerations of over 150,000? residents? Announced several times, its assistance for the purchase or lease of a low-emission vehicle was, in any case, determined by decree on Saturday, December 31, 2022.
Environmental bonus for household and car category
The environmental bonus for private cars and vans could now rise to €7,000 for households in the top five deciles of income, as promised by Emmanuel Macron. This assistance applies to the purchase of an electric and/or hydrogen powered vehicle, such as signing a lease for two years or more. After the first five deciles, this bonus is reduced by €1,000 for private cars and vans priced below €47,000. Exclusively for vehicles weighing more than 47,000 euros or more than 2.4 tonnes, excluding vehicles of category M2 (more than eight seats for a maximum of five tonnes) and N2 (between 3.5 tonnes and 3.5 tonnes) as well as heavy vehicles and simply disappears. 12 tonnes) benefit from the exemption.
The bonus applies to two- and three-wheelers, as well as quadricycles and even some taxis. For only the first 1,000 complete and eligible applications, some of them can now claim support of up to €15,000 for a Crit’Air 1 car and €22,000 for an electric car. Conversion and upgrade bonuses
However, these bonuses will remain limited: a person can benefit from them only once in three years. In addition, the vehicle must not be handed over by the buyer or lease holder within one year from the date of first registration or before it has traveled at least 6,000 kilometers for a car, less than 2,000 kilometers for two or three wheels and four wheels.
The decree also increases the conversion premium to €7,000 for households in the top two deciles of income and households in the top five deciles of heavy goods drivers. But it eliminates it for the last two deciles. Like the environmental bonus, this assistance also applies to two-wheelers, three-wheelers and quadricycles, as well as class 3 vehicles (trucks, wagons, motorhomes). For the second one, it can go up to 9,000 euros.
Now better taken into account in public policy, the improvement is not forgotten: the bonus is now linked to it: for households in the first two deciles of income and up to 6,000 euros for those in the first five deciles. But it disappears for heavy vehicles, except for small tourist road trains and M2 and N2 category vehicles. Finally, the granting of a ZFE award will no longer be conditional on the grant of aid for the same purpose by a local authority. But if at least 2,000 euros are added with local help, it can be up to 3,000 euros.
